中国兽医药品监察所（以下简称中监所）始建于1952年，2006年加挂“农业部兽药评审中心”牌子，是农业农村部直属事业单位，是国家级兽药检验、监督、评审机构，为重大动物疫病防控和畜产品质量安全提供技术支撑。承担兽药评审，兽药、兽医器械质量检验、监督和兽药残留监控，兽药国家标准制修订、标准品和对照品制备标定，兽用菌（毒、虫）种保藏，省级兽药监察所业务指导等工作。中监所本部位于北京市海淀区中关村南大街8号，占地面积7.45万平方米，建筑面积6.2万平方米；生物实验基地位于北京市大兴区庆丰路33号，占地面积16万平方米，建筑面积2.9万平方米。
中监所内设机构21个，其中：综合管理部门4个、业务管理部门8个，技术支持部门9个。全所现有工作人员264人，其中，研究员30人，副研究员79人，助理研究员97人；具有博士学位50人，硕士学位106人。现有各类实验室40多套，其中，生物安全二级实验室1.3万平方米，生物安全三级实验室和动物实验室3900平方米，菌种保藏库2000平方米。高效液相色谱仪、气相色谱仪、原子吸收、质谱仪等检定、研究用仪器设备200多台套。
中国兽药典委员会办公室、全国兽药残留与耐药性控制专家委员会办公室、农业农村部兽用生物制品规程委员会办公室、农业农村部兽药GMP工作委员会办公室、农业农村部兽药行业职业技能鉴定指导站，以及中国兽医微生物菌种保藏管理中心、国家牛瘟参考实验室、国家猪瘟参考实验室、国家布鲁氏菌病参考实验室、国家兽药残留基准实验室、国家兽药安全评价（耐药性监测）实验室均设在中监所。中监所还是国家教育部批准的预防兽医学硕士学位授予单位。主办中文核心期刊《中国兽药杂志》。
建所66年来，获得省部级以上科技成果奖126项。猪瘟兔化弱毒疫苗、布氏杆菌猪2号弱毒疫苗、猪喘气病弱毒疫苗、仔猪副伤寒弱毒和梭菌多联干粉苗在国际上均处于领先地位。近年来，研制成功猪瘟ST传代细胞苗、高致病性猪蓝耳病活疫苗、猪O型口蹄疫双组分灭活疫苗、小反刍兽疫疫苗等新兽用生物制品；研制成功克仑特罗、四环素类药物、链霉素等残留检测试剂盒。这些科研成果的广泛应用，为动物疫病防控和动物性食品安全提供了重要保障，对提高兽药生产技术含量和促进我国畜牧业发展起到了积极的推动作用。
China Institute of Veterinary Drug Control (IVDC) was established in 1952, and has been the Center for Veterinary Drug Evaluation (CVDE) since 2006. IVDC/CVDE is a national technical organization responsible for the inspection, supervision and evaluation of veterinary drugs, directly affiliated to Ministry of Agriculture and Rural Affairs. IVDC/CVDE is responsible for the evaluation of veterinary drugs, inspection, supervision and test of veterinary drugs and appliances, monitoring of veterinary drugs residues, drafting and revising national standards of veterinary drugs, preparation and calibration of the national standards and reference materials of veterinary drugs, collection of veterinary culture, as well as the work guidance for provincial institutes of veterinary drug control. The headquarters of IVDC/CVDE based in Haidian District of Beijing, has a total site of 74,500 square meters, of which the construction area covers 62,000 square meters. The biological experiment base located in Daxing District of Beijing，covers an area of 160000 square meters, of which, the construction area is 29000 square meters.
IVDC/CVDE consists of 21 departments, of which, there are 4 in general management, 8 in technology management and 9 in technical support. There are 264 staff members currently, of which, 30 are senior researchers, 79 are associate researchers, 97 are assistant researchers, 50 have the Doctor’s Degree and 106 have Master’s Degree. There are 40 veterinary laboratories, of which, BSL-2 covers 13,000 square meters, BSL-3 and animal laboratories covers 3,900 square meters, culture collection center covers 2,000 square meters. There are over 200 sets of HPLC, GC, AAS and MS instruments for inspection and research.
There are also some standing bodies in the institute, such as, Office of the Commission of Chinese Veterinary Pharmacopoeia, Office of National Expert Committee for Control of Veterinary Drug Residue and Antimicrobial Resistance, Office of the Committee of Veterinary Biologics Code (MARA), Office of the Committee of GMP for Veterinary Drugs (MARA) and Guiding Station for Occupational Skill Testing of Veterinary Drug Industry (MARA). In addition, China Veterinary Culture Collection Center, National Rinderpest Reference Laboratory, National Classical Swine Fever Reference Laboratory, National Reference Laboratory of Veterinary Drug Residues, National Laboratory of Veterinary Drug Safety Evaluation (Surveillance of Antimicrobial Resistance) are also set in IVDC/CVDE. At the same time, IVDC is authorized to offer Master’s degree in the fields of Preventive Veterinary Medicine by the Ministry of Education. IVDC/CVDE also edits and publishes the Chinese Journal of Veterinary Drug.
In the past 66 years, IVDC/CVDE has won 126 prizes of provincial, ministerial and national level. For example, Lapinised Classic Swine Fever Vaccine, Attenuated Brucellosis Vaccine (Strain II), Attenuated Swine Paratyphoid Vaccine and Combined Clostridia Powder Vaccine had been the leading position in the world. In recent years, IVDC/CVDE has successfully developed the Classical Swine Fever Live Vaccine (ST culture origin), Highly Pathogenic Porcine Productive and Respiratory Syndrome Live Vaccine, Inactivated Swine Foot and Mouth Disease Vaccine (Type O, Bi-component), PPR vaccine, etc., and also the residue testing kits for Clenbuterol, Tetracyclines and Streptomycin. These technical applications has made great support in animal disease prevention and animal derived food safety, strongly promoted the development of animal husbandry.
